How can I have the phone in silent and still get timer notifications?
iOS:
The timer sound in RepCount is based on notifications. This makes sure that the app can play sounds even when RepCount is put in the background. The volume for the notifications are based on the "Ringer volume" settings. If you have your phone in silent mode, this will unfortunately make the timer silent as well and there is no way to override these settings.
Apple does not provide an official way to let the app play sounds in the background other than for playing music, without making workarounds that might be against apples guidelines.
Android:

However, there is an alternative if you are using Android 8 or higher. What you can do is to set your phone in "Do Not Disturb" - mode and then configure RepCount notifications to ignore this setting. This will make sure that you are not disturbed by calls and notifications during your workouts, but the RepCount timer will still work.
Here is how to achieve this.
1: Open the settings app.
2: Press Apps and Notifications
3: Press the RepCount icon. If it isn't listed press "Show all apps" first to find it.
4: Press notifications.
5: Press the "Timer" notification
6: Press Advanced.
7: Make sure that Ignore do not disturb is checked.
Depending on what Android OS version you are on, these steps might be slightly different. Hope this helps!
